Sample Letter 4

I am a third generation resident of this area. I have always enjoyed hunting, fishing, camping around the Bond Flowage and Lake Victoria. I did not oppose the relicensing of the dams because it meant we would be able to continue to use these undeveloped areas in exchange for UPPCO's use of public waterways for profit.

I am writing to urge your Agency to enforce the FERC settlement agreement and license which called for protection of a natural undeveloped shoreline, protection for wildlife species and unrestricted public access on the project areas for uses such as fishing, hunting and water access.

While UPPCO's request for relicensing was pending, the draft Environmental Impact Statement had no mention of planned development around the impoundments. Now, we learn UPPCO is planning to sell lands surrounding these reservoirs to a land developer who would have little use for them absent the now licensed impoundments. In addition UPPCO has drafted a "Non Exclusive License Agreement" with Nattera (land developer) conveying non-project uses of project lands between the development (house lots) and the shorelines. I believe this is inconsistent "with the scenic, recreational and other environmental values of the project."

I am requesting that FERC disapprove UPPCO's "Non Exclusive License Agreement" with Naterra and require a new environmental assessment followed by ample time for public comment and study of other alternatives.
